<title>empirica joins in new European effort to promote personal health systems interoperability</title>

		<p>The European Commission (EC) has selected empirica Communication &amp;amp; Technology Research along with the industry&amp;rsquo;s global <a href="http://www.continuaalliance.org/" target="_blank">Continua Health Alliance</a>, the <a href="http://www.etsi.org/" target="_blank">European Telecommunications Standards Institute (ETSI)</a>, <a href="http://www.ihe-d.de/" target="_blank">Integrating the Healthcare Enterprise (IHE) -Europe</a>, and <a href="http://www.thecentre.eu/" target="_blank">The Centre in Brussels</a> for supporting its <a href="http://sph.continuaalliance.org" target="_blank">Smart Personal Health systems initiative</a>. Out of seven submissions, this was the winning consortium on the EC&amp;rsquo;s call for proposals to promote interoperability of personal health devices. Support is received from the <a href="http://cordis.europa.eu/fp7/" target="_blank">European Commission&amp;rsquo;s 7th Framework Programme</a> for R&amp;amp;D.</p>
<p>The first workshop is slated to be held at the High Level <a href="http://www.worldofhealthit.org/" target="_blank">eHealth Conference and World of Health IT</a> in March 2010 in Barcelona, Spain. "In order to let Europe reap the full benefit of personal health systems, healthcare stakeholders must understand and support the range of challenges in facilitating the interoperability of personal health systems, across technical to semantic, organisational and legal aspects," said Mario Romao, co-chair of Continua&amp;rsquo;s European eHealth Policy working group. "This initiative - <a href="http://sph.continuaalliance.org" target="_blank">Smart Personal Health</a> - is an activity co-financed by the European Commission that will deliver a series of key awareness raising activities throughout Europe".</p>
<p>Specifically promoting interoperability in as well as between personal health and other eHealth systems, <a href="http://sph.continuaalliance.org" target="_blank">Smart Personal Health</a> will hold workshops with varying stakeholder foci in Barcelona, Belfast, and Berlin, and conclude with a pan-European interoperability conference during the Continua Winter Summit 2010. A final report on key interoperability challenges for personal health systems and recommendations for respective policy actions will merge results from the many stakeholder dialogues, integrated with research outcomes from empirica&amp;rsquo;s experts. As Dr. Veli Stroetmann, lead author of the EC&amp;rsquo;s study <a href="http://ec.europa.eu/information_society/activities/health/docs/publications/2009/2009semantic-health-report.pdf" target="_blank">SemanticHEALTH Roadmap</a> observed: &amp;ldquo;This work will be a great opportunity to bring to bear our vast experience in the interoperability field to advance priority European Union policy issues.&amp;rdquo;</p>
<p>The report's policy recommendations will target the European Commission, European national and regional authorities, stakeholder groups as well as industry.</p>

<title>Study "e-Skills for the 21st Century" has been commissioned to empirica</title>

		<p>The study will perform an evaluation of the implementation of the Communication on &amp;ldquo;e-Skills for the 21st Century&amp;rdquo;. The main objectives of the service contract are specified as: evaluating the efficiency and effectiveness of the implementation of the Communication and the relevance of the EU e-skills agenda, evaluating the results produced so far which will include policies, initiatives and further activities of Member States, other stakeholders (e.g. Industry and especially IT industry, IT associations, employer associations, trade unions, industry associations) and the European Commission ranging from policies and initiatives started and implemented to projects and further activities of different type, evaluating how efficiently the activities have been implemented in terms of organisation, management and interactions with stakeholders, formulating recommendations on how the implementation of a long term e-skills agenda may be improved and/or suggest alternative actions or instruments. The study will cover and address national and European policies, strategies and multi-stakeholder partnerships and further activities on e-skills and digital literacy on the above issues embracing the complete set of e-skills and media competences required in a knowledge-based economy and society. It will include initiatives with respect to formal and industry-based education and deal with the entire spectrum of e-skills which include &amp;ldquo;ICT user skills&amp;rdquo; (digital literacy of citizens) and &amp;rdquo;ICT practitioner skills&amp;rdquo;. empirica will be supported by National Correspondents in all 27 EU Member States from the <a href="http://www.enir.org" target="_blank">ENIR network</a>.</p>

<title>ValuePlus project presents key results at Swedish presidency conference</title>

		<p>Bonn/Stockholm, December 11th 2009<br /> Under the patronage of the Swedish presidency, the ValuePlus project has presented key outcomes of its research on patient invovlement in EC-funded research projects. Through in-depth case studies and the organisation of focus groups with patients, the project has achieved for the first time, a comprehensive overview and analysis of current practice and trends regarding patient involvement in EU health research projects. At the conference, the handbook for project leaders and promoters was presented. Based on the experience from the project research and the focus groups, the handbook contains advice on how to identify and interact with patients, patient organisations and their representatives in EC-funded projects.  As the study leader on the project case-studies and contributing editor of the handbook, empirica is proud to have contributed to this important project result. Further results from the project - which will be made available soon - include a set of policy recommendations for policy makers and a resource kit for patients organisations. ValuePlus will thus raise awareness for the added-value of involving patients&amp;rsquo; organisations in projects, and help to increase the capacity of patients&amp;rsquo; organisations of getting involved in projects as equal partners.</p>

		<p>The CULTUREMAP study led by empirica and the European Commission will organise a workshop on: "Mapping and evaluating existing platforms (websites) within the cultural sector aimed at stimulating debate and cross-border exchange of matters concerning European culture" to take place on 19 March 2010 from 14:00 - 16:30 h at the European Commission at Centre Albert Borschette rue Froissart, 36, 1040 - Bruxelles. This workshop is intended to present and discuss the results from a pan-European study on mapping and evaluating existing platforms (websites) within the cultural sector aimed at stimulating debate and cross-border exchange of matters concerning European culture.</p>
<p>TThe objective of the workshop is to share the results and views with the invited experts, receive their comments and views on these but also opinions and advice on how to further develop the report and recommendations.</p>
<p>Prior to the workshop the study team will provide the invitees with a draft study report. The report will include a description of the objectives, the methodology used and the results achieved from a survey of almost 400 European websites which are provided online in a highly searchable knowledge base, selected case studies, conclusions and preliminary recommendations.</p>

<title>empirica's research acknowledged in recent US report on Health IT adoption in the USA and beyond</title>

		<p>A recent US report sponsored by the Robert Wood Johnson Foundation and carried out by the Institute for Health Policy (IHP) at Massachusetts General Hospital (MGH) and Partners Health System highlights the state of Health IT adoption in the USA. Chapter seven of the report (pp. 104-142) embeds the results for the United States in their international context. empirica is proud of the frequent references to its research in the section on Europe's eHealth adoption. The country profiles of EU Member States were written with frequent reference to the <a href="http://www.ehealth-era.org" target="_blank">eHealth ERA study</a> and also the <a href="http://www.ehealth-impact.org" target="_blank">eHealth impact study</a>. empirica is proud that its expertise is thus recognised beyond Europe's borders. A new set of eHealth country profiles will be available in the summer of 2010 as a result of the ongoing <a href="http://www.ehealth-strategies.eu" target="_blank">eHealth strategies study</a> also carried out by empirica.</p>

<title>Final Report of the NewGlobal study published: ICT-based Collaborative Working Environments and Globalisation.</title>

		<p>The NewGlobal study has explored how collaborative working environments (CWE) based on ICTs can be deployed for enabling successful globalisation strategies of European companies and how they can foster exploitation of business opportunities for global value creation. The study comprised a pan-European interview survey among 1015 globalized small- and medium-sized (SME) companies from Belgium, Denmark, Finland, Germany, Portugal, Sweden, The Netherlands and the UK. The survey was complemented by extensive desk research and an in-depth multi-level case study of 13 leading examples of successful globalized EU companies.</p>
<p>Today's severe economic crisis is likely to affect considerably the capability and willingness of European companies, especially SMEs, to engage in globalisation. In fact, it appears that the more an economy, sector or company is integrated in the global market economy, the harder it has been hit by the recession. The likely outcome will be a backlash in the globalisation process, with companies shying away from engagement in countries outside of Europe, in an attempt to control risk and to deal with market volatility. A retreat of European companies from global collaboration, however, would play havoc with the EU economy's capability to maintain competitiveness and to regain sustainable levels of growth in the future.</p>
<p>It follows that additional efforts will be needed to enable Europe&amp;rsquo;s companies to fully participate in global business opportunities. Our research argues that, in order to do so, companies need to make effective use of CWE, supported by a wide range of technologies and techniques for virtual collaboration. Examples for CWEs, widely used for global collaboration, include work in virtual teams and Communities of Practice (CoP). The fast progress in ICTs which can support &amp;ldquo;frictionless&amp;rdquo; communication and collaboration across time and space can give the impression that virtual, global collaboration is now at everybody&amp;rsquo;s fingertips. Our research shows, however, that effective implementation of CWEs represents a considerable challenge. Global team work can quickly result in frustration if it is ill-prepared or insufficiently supported by organisational structures and processes.</p>
<p>The study aimed to contribute to a better understanding of the potentials and practical challenges arising from the spread of online collaboration within a business environment which increasingly relies on collaboration at global rather than national or European scale.</p>

<title>eAccessibility in the EU countries and beyond</title>

		<p>The MeAC study recently published 28 eAccessibility Country Profiles, providing an overview of relevant policies and levels of eAccessibility actually achieved in 25 EU countries, Australia, Canada and the United States of America. The Profiles are based on the information gathered by the MeAC study team over the past three years. Each profile starts with a brief summary assessment followed by more detailed information presented according to several sub-themes. The Country Profiles offer an opportunity to learn more about the current state of affairs in a given country to people dealing with eAccessibility (including representatives from disability organisations or industry, policy makers, researchers and others).  	<br />The &amp;ldquo;MeAC - Measuring Progress of eAccessibility in Europe&amp;rdquo; study was implemented as part of the follow-up to the European Commission&amp;rsquo;s Communication on eAccessibility of 2005. For the first time, this study has provided a comprehensive benchmarking of the eAccessibility situation in the EU Member States and three non-European comparison countries. The data set generated for this purpose represents by far the largest and most representative information on eAccessibility that has been available to date. 	<br />All in all, the results of MeAC show that, whilst some progress towards eAccessibility can be detected in Europe, this has not been enough and</p>

<li>people with disabilities in Europe continue to be confronted with many barriers to ICT usage (eAccessibility deficit),</li>
<li>the eAccessibility situation across Europe as a whole compares very unfavourably with that in Australia, Canada and the USA (eAccessibility gap),</li>
<li>the situation across Europe shows many &amp;lsquo;white spaces&amp;rsquo; or areas of uneven attention (eAccessibility patchwork).</li>

<title>EU project CommonWell launched to improve quality of life for older people</title>

		<p>November 2008 &amp;ndash; As part of the EU initiative to promote better quality and more economically efficient solutions for the provision of health and social services, an innovative project with participants from five European countries has been launched, with Tunstall Healthcare Ltd leading the technical work.  The CommonWell project aims to support independent living and improve the quality of life for older people and those with long-term conditions. 	<br />12 partners are cooperating in the project, supported financially by the European Commission and coordinated by European consultants Empirica, to deliver ICT-enabled health and social care services in four Member States. The integrated services are to support the effective management of chronic disease, and to address issues which affect independence, such as reduced agility, vision or hearing, in order to significantly improve the quality of life for older people and their families. The project members are Milton Keynes Council, Stichting Smart Homes, Ev. Johanneswerk und Johanneswerk im Stadtteil, Empresa P&amp;uacute;blica de Emergencias Sanitarias, Fundaci&amp;oacute;n Andaluza de Servicios Sociales, Tunstall Healthcare, InterSystems, Work Research Centre and Empirica Communication and Technology Research.  	<br />A total of 400 users across four locations in Europe will receive the newly integrated services for at least twelve months. The results of evaluating the pilot operation will be used to extend service provision and promote the wider uptake of this model of care across Europe. 	<br />Paul Timmers, head of the European Commission's 'ICT for Inclusion' Unit said: "This is an important project for the EU because it addresses the challenging issue of interworking between social services and health care. We support projects like CommonWell to get the results of innovative new technologies and services to consumers faster. We also want ICT to help improve the quality of life and perspectives of being able to live independently and healthily in real-life situations. Projects like CommonWell fulfil all these criteria by making it possible to deliver cheaper and better healthcare with ICT. These kind of solutions are ever more important to help Europe face demographic and financial challenges.&amp;rdquo; 	<br />Empirica director Simon Robinson said: &amp;ldquo;CommonWell will be the first European project to show how today's internet-based communication can link care providers across social and health care organisations, provide continuity in care to people at home and improve the quality of care they receive, reducing unnecessary pressure on health services and prolonging the length of time older people can live independently.&amp;rdquo; 	<br />Steve Sadler, CTO at Tunstall Healthcare (UK) Ltd said: &amp;ldquo;The project is an excellent opportunity for Tunstall to cooperate with a wide range of stakeholders to improve health and social care outcomes, building on our experience as founder member of Continua Health Alliance. <title>Understanding and measuring transformative use of ICTs in Europe&amp;#039;s regions: Final Report</title>

		<p>The TRANSFORM project, coordinated by empirica, explored the conditions for transformative use of ICTs by European regions. It also looked into the ways in which such use can be measured and benchmarked.  	<br />By introducing the notion of "transformative use of ICTs", the study tried to better explain one of the basic challenges affecting the European territory today, namely the persistence of marked regional disparities in exploiting the full potential of ICT. Our research suggests that boosting a region's capacity for transformative use of ICT implies the need to strengthen their Regional Innovation Culture. 	<br />The <a href="/tool/documents/Final Report.pdf" target="_blank">Final Report</a>, now published on <a href="http://www.transform-eu.org" target="_blank">www.transform-eu.org</a>, summarises of key insights obtained through the research conducted in TRANSFORM. <title>SOPRANO's "Second phase prototype testing"- First tests successfully held</title>

		<p>empirica is currently managing usability tests of  AAL components developed within the SOPRANO project. The usability tests belong to the second phase of prototype testing with future SOPRANO users. This time, tests focuse on testing usability of individual components developed within SOPRANO. Tests are conducted in individual interviews, usually in laboratory settings.  	<br />During November and December 2008, three SOPRANO components have been tested: The remote control, the user interface on the TV and on the touch screen. Tests have been conducted at four sites with altogether more then 20 older end users. Results are currently being analysed and will help technical project partners to further improve components before the start of the field trials in summer 2009. The next phase of components tests will take place during January and February 2009 where the SOPRANO avatar and speech generation/recognition will be tested by older end users. Again, tests will take place at four sites: Frankfurt (Germany), Eindhoven (the Netherlands), San Sebastian (Spain) and Newham (United Kingdom). <br />A summary of results from both test phases will be made available on the SOPRANO project website. 		<p>On the occasion of the e-Inclusion Ministerial Conference in Vienna/Austria (30 Nov&amp;ndash;2 Dec, 2008) the ICT &amp;amp; Ageing project, coordinated by empirica, presents a new report on the conditions for development of ICT &amp;amp; Ageing markets in Europe. The document presents preliminary outcomes of the ongoing study &amp;ldquo;ICT &amp;amp; Ageing &amp;ndash; Users, Markets and Technologies&amp;rdquo;, conducted on behalf of the European Commission&amp;rsquo;s DG Information Society &amp;amp; Media. The main focus of the empirical and analytical work carried out so far has been on identifying barriers hindering uptake of technologies directed towards the support of independent living and delivery of home care to older people. <br />The document presents an overview of key findings that have been generated throughout the first phase of the overall project. 		<p>About two months ago, the MeAC study team published a first set of ten Country Profiles. Now, a further ten Profiles were added, covering Belgium, Cyprus, the Czech Republic, Denmark, Estonia, Finland, Greece, Hungary, Malta and Poland. Again, the Profiles provide an overview of relevant policies and levels of eAccessibility for each country.</p>
<p>People dealing with eAccessibility issues (representatives from disability organisations or industry, policy makers, researchers and others) are invited to learn from the information provided and also to contribute actively to the ongoing development of the Profiles.</p>
<p>Further Profiles, for Latvia, Lithuania, Luxembourg, The Netherlands, Slovakia, Slovenia, Australia and Canada will be published in the coming weeks.</p>

<title>EU workshop on Fostering Global Collaboration of European Companies</title>

		<p>The high-level workshop, organised by the NewGlobal project on 16 September, 2008 in Brussels, will gather together experts and policy-makers to discuss strategies for fostering global, ICT-based collaboration by European Companies.  	<br /> There is now a wealth of evidence which suggests that businesses can derive significant benefits from collaborating internationally. The ongoing trend towards economic globalisation also means that EU competiveness will only be sustained if a larger share of our businesses collaborate at a global level. Doing so, however, implies a number of challenges, which partly explains why many companies refrain from global engagement. 	<br />ICT-based tools for collaboration across distance have the potential of overcoming many of the traditional limits and barriers to global collaboration. At the same time, successful implementation of virtual collaborations technologies presents a challenge itself.  	<br />The NewGlobal study, which is commissioned by the European Commission and in which empirica is a partner, explores how ICT-supported collaborative work environments can be deployed for enabling successful globalisation strategies of EU companies, with the ultimate goal of achieving significant economic and employment gains for the benefit of European economies and societies. 	<br />The study has collected empirical evidence through case studies in EU-based multi-national businesses and through a representative business survey targeted at globally active SMEs in selected high-tech sectors in 8 Member States. NewGlobal has also taken stock of the state-of-the art in academic research on ICT-based international business collaboration. 	<br />At the workshop, key findings of this research will be presented with a view to discuss and agree on policy recommendations to be targeted at the policy-making process at EU as well as Mamber State levels. <title>EU Workshop on Market Barriers for Uptake of ICTs for Independent Living and Active Ageing at Home</title>

		<p>As part of the ICT+Ageing study, empirica will organise an expert workshop on "Market Barriers for Uptake of ICTs for Independent Living and Active Ageing at Home" to take place at the European Commission, DG Information Society and Media, on 22 July 2008.  	<br />The main goal of the ICT+Ageing study is to identify and understand the market barriers which currently hinder uptake of ICT for independent living and active ageing in Europe. The study seeks to contribute towards policy action which will effectively tackle existing barriers, thereby helping to unleash ICT's potential to contribute to Europe's capacity for dealing with the demographic challenge.  	<br />The study looks into the situation in 14 EU Member States plus USA and Japan with regard to market structures, recent and emerging developments, and policy response. It will identify and analyse good practice and show how Europe can learn from the experience in individual countries. On the basis of the analysis, recommendations for action are to be developed in order to remove barriers for uptake and to foster market development. The results of the study will also guide the way towards further research needs in this area. 	<br />At the Brussels workshop, the findings from the first round of data gathering at national level will be presented. The discussion is to focus on the need for policy action, especially insofar as the EU level is concerned, for promoting diffusion of innovative applications of ICT for active ageing. 	<br />Workshop participation is by invitation only. 		<p>The study carried out for the European Commission DG INFSO and Media included a survey of almost 7,000 primary care physicians on their use of ICT and internet for communication with patients and between primary and secondary care and other health agencies was carried out in 2007 in all 27 Member States of the European Union and in Norway and Iceland. The purpose of the study was to: measure the use of ICT by primary care physicians in the EU and EEA countries, which is to be achieved by means of a survey of primary care physicians and their use of ICT and Internet for communicating with patients and between primary and secondary care and other eHealth agencies. Through this survey up-to-date information and data on eHealth developments was obtained, thereby - and through the 29 Country Briefs for each of the 27 Member States, Norway and Iceland - enabling member states to monitor their performance to improve public services. The study was a continuation of the earlier benchmarking exercise for eEurope 2002. 		<p>The findings of the empirica-led study eResearch2020 &amp;ndash; The Role of eInfrastructures in the Creation of Globel Virtual Research Communities - were welcomed by the European Commission and members of the global eInfrastructure community in Brussels yesterday. <br />More than 40 e-Infrastructure managers and stakeholders attended the final event of  eResearch2020 to hear the consortium present the results of the 14-month study, including new data on eInfrastructure demand and usage, scenarios of eInfrastructure futures and recommendations for public action in the EU. Findings were based on the study teams's uniquely broad survey of the virtual reseearch communities served by today's eInfrastructures and on evidence from in-depth studies of a sample of 18 diverse eInfrastructure initiatives and projects across the globe. <br />In a keynote address, John Wilbanks (VP Science, Creative Commons) made the case for the "generativity" of open eInfrastructures, which enables user communities to scale up the array of applications far beyond the ideas of their creators, which are always constrained to their time. In contrast to slick, controlled environments closed to developers, open technologies give researchers the freedom to "screw it up" essential to enabling the one-in-a-hundred creative spark to trigger new knowledge or even technological revolution. <br />The study team was proud to have won for its discussion panel leading members of Europe's eInfrastructure community: Steven Newhouse, Technical Director of the European Grid Initiative EGEE (to become EGI), Matthew Scott, General Manager of the GEANT network operating body DANTE, and Paul Wouters, Programme Leader of the Virtual Knowledge Studio for the Humanities and Social Sciences. Under the chair of Simon Robinson, empirica director, the distinguished panelists welcomed the study results and gave the participants their perspective on study outcomes. Stephen Benians (BELIEF project) participated in the panel and linked study topics to the following BELIEF Brainstorming Event on indicator development. <br />e-Infrastructures play a increasingly pivotal role in the research landscape of today and facilitate and foster the emergence of global virtual research communities. eResearch2020 has for the first time researched a broad variety of types of e-Infrastructure, their state of development, their users and usage, and their role in supporting productive research in Europe and beyond. <br />The study has underlined that the field of e-Infrastructures is truly heterogeneous, ranging from supply of high speed research network interconnectivity (a prominent example being the operating and development of the backbone as supplied by GEANT) to providing access to data for virtual research communities in single academic fields. e-Infrastructures include organisations and services as diverse as national and international multi-purpose grids, supercomputer infrastructure, data grids and repositories, tools for visualization, simulation, data management, storage, analysis and collection, tools for support with regard to methods or analysis as well as remote access to research instruments and very large research facilities. <br />The study found that the vast majority of researchers who are users truly value their e-Infrastructures, which are often indispensable for their research; the infrastructures enable them to be more productive, work on problems that could not be addressed before, access resources they had hitherto not been able to use and allow collaboration with colleagues around the globe which previously worked independently. <br />Positive impact was found to accrue particularly to projects which are international rather than national in scope, developer-driven rather than user-driven and concerned with computing rather than data. Recent studies released by empirica and IDC EMEA Government Insights reveals the EU labour market may face an excess demand of 384,000 ICT practitioners by 2015. The German ICT industry association, BITKOM - together with the Europe&amp;rsquo;s leading digital industry association, DIGITALEUROPE - in cooperation with the social science research and consultancy empirica, presented facts and figures on this important issue at a press conference on March 2, at CeBIT. The press conference provided information on the path forward to a successful economic recovery, which can be led through e-skills and digital industry &amp;ndash; a sector which has the capacity to create 400,000 jobs in the next five years. Speakers included Bridget Cosgrave, Director General, DIGITALEUROPE, Werner B. Korte, CEO, empirica GmbH and Dr. Bernhard Rohleder, Director General, BITKOM. &amp;ldquo;It is of paramount importance to grow our e-skills and digital literacy if Europe wants to move out of economic recession and reduce its unemployment, particularly for young people,&amp;rdquo; stated Werner B Korte, Director and e-skills research project leader at empirica. &amp;ldquo;An adequately e-skilled workforce is necessary to drive Europe&amp;rsquo;s economy forward,&amp;rdquo; explained Korte. &amp;ldquo;ICT practitioner jobs are highly resistant to the crisis, with unemployment 40-50% lower than general rates. 		<p>In 2009, empirica performed a critical review of the Swiss eHealth strategy, with a special emphasis on progress in the financing and incentive structures sub-project, for the Swiss Department of Health (Bundesamt f&amp;uuml;r Gesundheit). Based on its rich international expertise and insights from European Commission eHealth studies such as EHR IMPACT, eHealth Strategies, and Financing eHealth, empirica drafted concrete recommendations on actions for ensuring a successful implementaton of the Swiss eHealth strategy. A key message for the Swiss situation is the importance to formulate healthcare priorities which guide the development of eHealth solutions, instead of letting eHealth guide healthcare priorities. Another specific suggestion is to link financial incentives not just to implementation, but also to cost-benefit analyses for individual stakeholders and society as a whole. It is a <a href="http://ec.europa.eu/information_society/activities/health/docs/projects/vph/step-vph_roadmap.pdf" target="_blank">Virtual Physiological Human (VPH) internationalisation activity</a> between the European integrated project <a href="http://www.vphop.eu/" target="_blank">VPHOP</a>, in which empirica is project partner, as well as the <a href="http://simbios.stanford.edu/" target="_blank">Stanford University Center for Physics-Based Simulation of Biological Structures (SIMBIOS)</a>. <br /> VPHOP (Osteoporotic Virtual Physiological Human) and SIMBIOS are two of the largest research projects worldwide developing technology for personalised, predictive, and integrative musculo-skeletal medicine. They target the same strategic objective and develop highly complementary technologies. Their collaboration creates a compelling opportunity to increase the international impact of VPHOP&amp;rsquo;s work, and to foster <a href="http://www.physiome.org.nz/" target="_blank">global cooperation on one of the grand challenges of biomedical research</a>. <br /> VPHOP, undertaken by a consortium of 19 partner institutions led by the <a href="http://www.ior.it/" target="_blank"> Rizzoli Orthopaedic Institute</a>, Bologna, Italy, is developing the next generation of health technologies to fight <a href="http://en.wikipedia.org/wiki/Osteoporosis" target="_blank">osteoporosis</a>. As part of this endeavour, the personalised modelling of the patient&amp;rsquo;s neuro-musculoskeletal system is essential. It is an Integrated Project supported by the <a href="http://ec.europa.eu/information_society/activities/health/research/fp7vph/index_en.htm" target="_blank">European Commission&amp;rsquo;s 7th Framework Research Programme (FP7)</a>.    <br /> The Stanford Center for Physics-based Simulation of Biological Structures (SIMBIOS) provides infrastructure, software, and training to help biomedical researchers understand biological form and function as they create novel drugs, synthetic tissues, medical devices, and surgical interventions. The cluster of projects connected to the SIMBIOS Center is investigating a wide scale of biological structures &amp;ndash; from molecules to organisms. In particular, the team of one of the two Principal Investigators of SIMBIOS, Scott Delp, based at Stanford University, focuses on the accurate modelling of the neuro-musculoskeletal system. <title>Establishing the European Virtual Physiological Human Institute</title>

		<p>To provide strong support for both the <a href="http://www.europhysiome.org/" target="_blank">European Union Virtual Physiological Human (VPH) research initiative</a> and the <a href="http://www.physiome.org.nz/" target="_blank">global "Physiome" community</a>, the process to establish a <a href="http://www.biomedtown.org/biomed_town/VPH/VPHnews/vph-institute-start/" target="_blank">European VPH Institute</a> has now officially started. The VPH initiative is part of the worldwide public domain effort to provide a computational framework for understanding human physiology. It aims to develop integrative models at all levels of biological organisation, from genes to the whole organism via gene regulatory networks, protein pathways, integrative cell function, and tissue and whole organ structure/function relations. Through its <a href="http://ec.europa.eu/information_society/activities/health/research/fp7vph/index_en.htm" target="_blank">7th Framework Research Programme (FP7)</a>, the European Commission has initiated and facilitated such research. <br /> The idea to establish a VPH Institute dates back to the <a href="http://ec.europa.eu/information_society/activities/health/docs/projects/vph/step-vph_roadmap.pdf" target="_blank">STEP VPH Research roadmap</a> where it was suggested to establish a European Institute dedicated entirely to the Virtual Physiological Human (VPH). This idea has been re-proposed and expanded in the recent "Vision &amp;amp; Strategy" document of the <a href="http://www.vph-noe.eu/" target="_blank">VPH Network of Excellence</a>, and has received overwhelmingly positive reaction by the research community, with nearly 300 signatures from over 30 countries. The Pro Tempore Board of Directors has now formally entered the formation process, which should be completed before the end of 2010. empirica's Dr. Karl Stroetmann has been asked to join this Board as expert for the clinical and socio-economic impact assessment of VPH Technology. <br /> empirica is a beneficiary to three VPH-related projects:</p>

<li><a href="http://www.vphop.eu/" target="_blank">VPHOP: Osteoporotic Virtual Physiological Human EU FP7 large-scale integrating project</a>: a multiscale modelling and simulation technology will be developed to predict the strength of a patient&amp;rsquo;s bones, how this strength is likely to change over time, and the probability that he will overload his bones during daily life. The various modelling technologies developed will be assessed in terms of clinical and socio-economic impact and safety on small cohorts of patients enrolled at four different clinical institutions, providing the factual basis for effective clinical and industrial exploitation.</li>

<title>eHealth in Switzerland</title>

The work of these sub-projects is coordinated by the <a href="http://www.e-health-suisse.ch/index.html?lang=de" target="_blank">national eHealth coordination body</a>, which acts as an intermediary between the national and Canton level stakeholders. The coordination body is an entity under&amp;nbsp;stewardship of the&amp;nbsp;<a href="http://www.bag.admin.ch/org/index.html?lang=de" target="_blank">National&amp;nbsp;Health Office</a>.</p>
<p>&amp;nbsp;After the detailed planning documents from the working groups became available&amp;nbsp;in 2009, the Swiss government initiated a series of high level expert reviews and hearings on the overall approach chosen, as well as the detailed recommendations submitted by the six working groups. Some of these reviews, such as&amp;nbsp;a detailed&amp;nbsp;expertise by European eHealth experts from <a href="http://www.empirica.biz" target="_blank">empirica GmbH</a>, enriched the discussion with valuable insights from their pool of international experience. A summary of the sometimes critical points, as well as specific recommendations for ensuring a successful implementation of the Swiss eHealth strategy, were recently published in the <a href="/aktuelles/documents/2010_swiss_medical_informatics_chehstrategy_smi68_3109.pdf" target="_blank">Journal Swiss Medical Informatics 2010 (Issue 68, pp. 3-8)</a>. A key message delivered to Swiss policy makers is the importance to first formulate concrete healthcare&amp;nbsp;policy&amp;nbsp;priorities and challenges, which guide the development of eHealth solutions, instead of letting eHealth guide healthcare priorities. Another specific suggestion is to link financial&amp;nbsp;and other&amp;nbsp;incentives&amp;nbsp;for all&amp;nbsp;affected stakeholders, not just to the immediate&amp;nbsp;implementation&amp;nbsp;phases, but to&amp;nbsp;comprehensively involve them all already during the planning process and&amp;nbsp;consider their longer-term&amp;nbsp;socio-economic benefits and costs. The latter go beyond purely economic impacts and private gains, into the field of benefits to society as a whole.</p>

Recent studies released by empirica and IDC EMEA Government Insights reveals the EU labour market may face an excess demand of 384,000 ICT practitioners by 2015. The German ICT industry association, BITKOM - together with the Europe&amp;rsquo;s leading digital industry association, DIGITALEUROPE - in cooperation with the social science research and consultancy empirica, presented facts and figures on this important issue at a press conference on March 2, at CeBIT. The press conference provided information on the path forward to a successful economic recovery, which can be led through e-skills and digital industry &amp;ndash; a sector which has the capacity to create 400,000 jobs in the next five years. Speakers included Bridget Cosgrave, Director General, DIGITALEUROPE, Werner B. Korte, CEO, empirica GmbH and Dr. Bernhard Rohleder, Director General, BITKOM. &amp;ldquo;It is of paramount importance to grow our e-skills and digital literacy if Europe wants to move out of economic recession and reduce its unemployment, particularly for young people,&amp;rdquo; stated Werner B Korte, Director and e-skills research project leader at empirica. &amp;ldquo;An adequately e-skilled workforce is necessary to drive Europe&amp;rsquo;s economy forward,&amp;rdquo; explained Korte. &amp;ldquo;ICT practitioner jobs are highly resistant to the crisis, with unemployment 40-50% lower than general rates. 		<p>After presenting a sneak-preview at the joint Ministerial eHealth conference and World of Health IT conference and exhibition in March 2010, the European Commission (EC) has now published the full version of its latest publication, &amp;ldquo;Interoperable eHealth is Worth it - Securing Benefits from Electronic Health Records and ePrescribing&amp;rdquo;. The paper provides insights into the real socio-economic and financial impact of eHealth, uncovered by the recent EC study EHR IMPACT. The empirical evidence is based on eleven case studies from across Europe and beyond &amp;ndash; Scotland, Kronoberg in Sweden, Kol&amp;iacute;n-&amp;#268;&amp;aacute;slav in the Czech Republic, Geneva Switzerland, Lombary in Italy, Rh&amp;ocirc;ne-Alpes in France, Bulgaria, Andalusia in Spain, Israel, and Evanston in the USA. The bottom line is that health information systems can play an important role in securing economic sustainability and improving the quality of healthcare provision. However, realising the potential is by no means easy &amp;ndash; a context-dependent strategic perspective, long planning cycles, and technical and semantic interoperability are among the factors that need to be in place for success.</p>

<title>empirica to co-organise eHealth Workshop on EU-US cooperation in Washington, DC</title>

		<p>Together with Partners Healthcare and Harvard Medical School, empirica will organise and chair a session on<em> Measurement and Socio-Economic Benefits of eHealth</em>, while being also involved in the two other tracks on <em>Virtual Physiological Human </em>and<em> Semantic Interoperability and Reuse of Data</em>. Led by the EuroRec Institute for Health Records (Belgium), AMIA is one of the project&amp;rsquo;s coordinators and is responsible for organizing and supporting the consortium&amp;rsquo;s U.S. meeting. Other partners include Istituto Ortopedica Rizzoli (Italy), and the University at Buffalo, Ontology Research Group.</p>
<p>This invitation-only meeting is aimed at furthering the work of establishing a Transatlantic Observatory. The main goal for this meeting is to build on the work and discussions from the March 2010 project meeting in Barcelona, Spain; facilitate further development; and define action plans for advancement. Says Karl Stroetmann, Senior Associate with empirica: &amp;ldquo;The ARGOS Workshop in Washington, DC we see as a starting point, from which we can build a truly international platform for dialogue and collaboration on national as well as global eHealth policy challenges. Together with our American and European partners, our goal is to create <em>the</em> leading global forum for exchange and networking on eHealth policies, which will address making the vision of supporting global health policy challenges through information and communications technology-facilitated solutions become a reality.&amp;rdquo;</p>
<p>In the ARGOS eHealth project, the following specific target areas will be addressed:</p>

<li>Interoperability in eHealth and certification of &amp;nbsp; Electronic Health Record systems (EHRs);</li>
<li>Definition of a common, consistent approach and identification of indicators and tools for measuring the adoption, usage and benefits of eHealth;</li>
<li>Modelling and simulation of human physiology and diseases with a focus on the Virtual Physiological Human (VPH) and the use of such solutions to support the diagnosis and treatment of rare diseases.</li>
</ul>
<p>Ultimately, in close cooperation with stakeholder groups on both sides of the Atlantic, the work of this project will be translated into recommendations to support coordinated actions on eHealth strategies in the EU and the US.</p>

<p>"Europe is leading the rest of the world in advancing towards modern eHealth infrastructures and implementations" was the conclusion of Dr. Karl Stroetmann of empirica Consultants at an eHealth Strategies Symposium in Brussels. This is a field where Europe has achieved and even overachieved its Lisbon Strategy goals. Results of the Monitoring National eHealth Strategies study (<a href="http://www.ehealth-strategies.eu/">www.ehealth-strategies.eu</a>) presented on Sept. 16, 2010 in Brussels, show that virtually all Member States of the European Union have either already begun or will begin shortly to undertake the implementation of national systems making basic patient data available to all healthcare professionals whenever and wherever needed.</p>
<p>More than 100 high level political representatives from European Ministries of Health, representatives of stakeholder associations and European policy institutions attended the workshop which showcased several good practice cases of Member States eHealth strategies and highlighted the overall trends across Europe with regards to eHealth initiatives and implementation.</p>
<p>Compared to four years ago, when Member States had published only high level official policy documents or roadmaps, now almost all EU and EEA Member States have detailed documents outlining concrete eHealth goals, implementation measures and past achievements. The following overview identifies key fields of national level activities and the considerable increase recorded between 2006/2007 and today:</p>

<p>While patient summary and Electronic Health Record (EHR)-like systems have already been high on the agenda for some time, most Member States (+16) now realise that there is an urgent need for (continuous) evaluation activities, both to better control policy progress and learn from challenges and experiences.</p>
<p>Ilias Iakovidis, Deputy Head of the ICT-for-Health Unit of the European Commission, which ordered this survey, noted "Services high on the agenda are the electronic transfer of prescriptions and the provision of telehealth services for doctors and patients in remote regions or for chronically ill patients at home. These are among the key activities identified in our 2004 eHealth Action Plan. We are happy to see that the development of this Lead Market Initiative, which we have supported for many years, is gaining such momentum." Another indication of the strong political commitment at the national policy level is the growing establishment of permanent administrative support structures. National competence centres like Gematik, Germany's Society for Telematic Applications of the Health Card in Berlin; ASIP, France's Agence pour les Syst&amp;egrave;mes d' Information de sant&amp;eacute; Partag&amp;eacute;s in Paris; and THL, Finland's National Institute for Health and Welfare in Helsinki are increasingly used models of organisation.</p>
<p>This support is further reflected by the initiation of the epSOS (Smart Open Services for European Patients) project by 12 Member States. The goal of this project is to establish interoperable cross-border services for the exchange of basic patient summary data and electronic prescriptions. "The European Parliament strongly supports this initiative and welcomes the fact that another 11 countries will soon join. We expect considerable benefits for all citizens in terms of the quality of health services they receive when abroad and in need of unplanned help", remarked Dr. Milan Cabrnoch, Member of the EP and its Committee on Employment and Social Affairs.</p>
<p>Electronic Health Record (EHR) systems are a consistent element in almost all strategies and roadmaps. However, EHRs are usually not well defined, and they often (implicitly) refer only to a kind of patient summary or similarly brief or basic patient record. It is also becoming apparent that clinicians&amp;rsquo; enthusiasm for comprehensive electronic health records, which may also connect patient data in diverse record systems at hospitals, community services etc., often relates more to perceived benefits on their immediate surroundings than to a geographically widespread sharing of patient data.</p>
<p>The actual stage of implementing patient summary and EHR-like systems in Europe is shown in this table:</p>

<p>ePrescription is another key application that the majority of Member States have as a part of their national eHealth strategy and/or intentions. ePrescription is the electronic capture and then transfer of a prescription by a healthcare provider to a pharmacy for retrieval of the medicine by the patient, and the recording of dispensation in the patient's record. As the following table illustrates, only a few European countries have implemented a fully operational ePrescription service, and these are mainly in primary care, i.e. excluding dispensations in hospitals:</p>

<p>Up until now, patients rarely have had access to their own medication profiles and the ability to reorder certain repeat medications themselves via the Internet. This access is expected to increase considerably in the coming years in those countries where it would be within the constraints of regulatory boundaries.</p>
<p>The results of the Monitoring National eHealth Strategies study reveal that reaching agreements with regards to eHealth strategies and, to a greater extent, implementation of these strategies across Europe have proven to be much more complex and time-consuming than initially anticipated. In addition, the complexity of eHealth as a management challenge has been vastly underestimated. It is evident that further exchanges of information on national and regional experiences are needed; both in relation to successes and failures, and that these lessons learned may prove particularly beneficial to eHealth in Europe as a whole.</p>
<p>Many challenges remain and there are many obstacles yet to be overcome: Issues of legality, semantic interoperability, standardisation and electronic identification domains must be resolved before these services can be regarded as truly Europe-wide and accessible to every citizen. Luc Nicolas from the Belgian Federal Public Health Services underlined that all Member States therefore "Strongly support the recently established eHealth Governance Initiative of European countries intended to tackle these and other issues at the highest political level."</p>

<p>Etwa 30 Experten aus Politik und Wirtschaft diskutierten am 30. September 2010 in K&amp;ouml;ln die Frage, ob und wie Innovationspolitik dazu beitragen kann, Wirtschaftskrisen schneller zu bew&amp;auml;ltigen oder ihre Auswirkung zu mildern. Der Workshop wurde von empirica gemeinsam mit dem Institut der deutschen Wirtschaft K&amp;ouml;ln Consult im Kontext des <a href="http://www.proinno-europe.eu/innogrips2">&amp;bdquo;INNO-Grips&amp;ldquo; Projekts</a> organisiert, das Teil des PRO INNO Europe Portals der Europ&amp;auml;ischen Kommission ist.</p>
<p>Die j&amp;uuml;ngste Finanz- und Wirtschaftskrise hat Europas Wirtschaft ernsthaften Schaden zugef&amp;uuml;gt. Enorme Schulden wurden angeh&amp;auml;uft f&amp;uuml;r konjunkturbelebende Ma&amp;szlig;nahmen und um systemrelevante Institutionen zu retten. Zur Refinanzierung ist jetzt nachhaltiges Wachstum notwendig. Theoretisch kann Wirtschaftswachstum durch Innovation ausgel&amp;ouml;st und befl&amp;uuml;gelt werden. Daher werden gerade in Zeiten des Abschwungs verst&amp;auml;rkte Investitionen in Innovation als geeignete Ma&amp;szlig;nahme vorgeschlagen, sowohl um kurzfristige Effekte zu erzielen als auch um schneller und nachhaltiger aus der Krise zu kommen. Schumpeters bekanntes Modell der &amp;bdquo;kreativen Zerst&amp;ouml;rung&amp;ldquo; weist auf die marktbereinigenden Effekte des Abschwungs im Konjunkturzyklus hin: weniger produktive Unternehmen werden aus dem Markt gedr&amp;auml;ngt, w&amp;auml;hrend hochproduktive Unternehmen auch in der Krise erfolgreich sind.&amp;nbsp; Das f&amp;uuml;hrt in Summe zu einem allgemeinen Anstieg der Produktivit&amp;auml;t. Finnland wird in diesem Zusammenhang oft als Beispiel f&amp;uuml;r die Chancen und positiven Effekte einer umfassenden, anti-zyklischen Innovationspolitik angef&amp;uuml;hrt. Das Land stand zu Beginn der 1990er Jahre am Rande des Bankrotts und schaffte durch Innovation und Restrukturierung den Umschwung zu einer der erfolgreichsten Volkswirtschaften der j&amp;uuml;ngeren Zeit.</p>
<p>Im Vorfeld des Workshops hatten &amp;Ouml;konomen des IW Consult K&amp;ouml;ln als Diskussionsgrundlage einen Policy Brief erstellt, der empirische Befunde &amp;uuml;ber den Zusammenhang zwischen dem Innovationsverhalten und dem Wirtschaftszyklus liefert. Insgesamt sind die Autoren eher skeptisch, ob anti-zyklische Innovationspolitik wirklich ein vielversprechendes Instrument zur Bek&amp;auml;mpfung von Wirtschaftskrisen darstellt. Sie empfehlen, dass sich die Europ&amp;auml;ische Innovationspolitik eher darauf konzentrieren sollte, f&amp;uuml;r positive Rahmenbedingungen f&amp;uuml;r Innovation und f&amp;uuml;r harten aber fairen Wettbewerb zu sorgen, und Grundlagenforschung zu f&amp;ouml;rdern. Allerdings weisen die Autoren auch darauf hin, dass zielgerichtete anti-zyklische Ma&amp;szlig;nahmen in bestimmten Bereichen wichtig sein k&amp;ouml;nnen, besonders um die Innovationsaktivit&amp;auml;ten von kleinen und mittleren Unternehmen (KMU) w&amp;auml;hrend der Krise aufrechtzuerhalten. Da KMU bedeutende Quellen f&amp;uuml;r Innovation sind, und in der Regel &amp;uuml;berproportional zur Entstehung neuer Besch&amp;auml;ftigungsm&amp;ouml;glichkeiten beitragen, sind die KMU hochrelevant in diesem Zusammenhang. Die Studie empfiehlt, unter anderem, steuerliche Beg&amp;uuml;nstigungen f&amp;uuml;r Forschung &amp;amp; Entwicklung sowie Investitionsausgaben, da dies eine rechtsverbindliche und somit sichere F&amp;ouml;rderungsma&amp;szlig;nahme darstellt, was gerade f&amp;uuml;r KMU ein zentraler Aspekt ist.</p>
<p>Davon abgesehen empfiehlt die Studie wegen der l&amp;auml;ngerfristigen Wirkungsweise einen systemischen Ansatz f&amp;uuml;r Innovationspolitik, zum Beispiel durch eine enge Verzahnung mit den Politikbereichen Bildung, Wirtschaft, und Arbeit.</p>

		<p>Until March 2013, empirica will coordinate a study about the implementation and impact of a Recommendation from the European Commission on the "management of intellectual property in knowledge transfer activities and Code of Practice for universities and other public research organisations". Project partners include the Maastricht Economic Research Institute on Innovation and Technology of the United Nations University (UNU-MERIT) and the University of Applied Science North-Western Switzerland (Fachhochschule Nordwestschweiz, FHNW, Solothurn).<br /> <br /> The purpose of the study is to help set up a monitoring and reporting system and support the monitoring and reporting process to follow up and promote implementation of the Recommendation which the European Commission issued in 2008.</p>
<p>The study comprises the following tasks:</p>

<title>Study on Social Impacts of ICT in Europe published by the European Commission</title>

		<p>The European Commission (EC) has published the results of a in-depth study on the social impacts of ICT, based on available research evidence from Europe and beyond. empirica's focus in the project was on exploring the impacts of the Internet, mobile telephony and other ICTs on sociability within community and family. empirica also authored a report on differences in social impacts of ICT between Europe and selected non-European countries (Australia, Canada, Japan, South Korea, USA).</p>
<p><br />In recent years, ICT has permeated throughout the EU society and economy, to an extent which nobody would have expected only a short time ago. Many observers believe that the fast spread of computer networks, mobile telephony and other ICT is having far-reaching, partly even transformative, implications for European society. Unfortunately, much of what has been said about ICT&amp;rsquo;s social impacts has not been based on scientific insight but on guesswork, hype and &amp;lsquo;common sense&amp;rsquo;. It is for this reason that the study on the &amp;lsquo;Social Impacts of ICT&amp;rsquo;, commissioned by the European Commission, DG Information Society &amp;amp; Media, explored the available empirical evidence about developments in some of the most relevant domains in Europe, and beyond. As there are considerable differences in the extent to which ICT is utilized in different domains, seven such domains have been studied separately in this project:</p>

Korte of empirica presents an original analysis of the frequency and location of the terms creativity and innovation and relevant synonyms in the obligatory schooling curricula documents from the EU Member States. In total, 37 countries and/or regions were studied and about 1,200 curricula documents were identified and analysed. Given national and/or regional differences in the educational systems and in the status of curricula documents, certain restrictions and limitations had to be taken into account when comparing and drawing inferences from the results. However, a major finding of the study is that Creativity and Innovation &amp;ndash; the latter to a much lesser extent&amp;ndash; effectively feature in the curricula of primary and secondary education in Europe, though major differences across countries have been observed. 		<p>eHealth in Austria is facing similar challenges to those found in other European countries. Empirica expert J&amp;ouml;rg Artmann has recently published an analysis of eHealth in Austria, based on the insights available from the eHealth Strategies study. The set-up of the competence centre ELGA plc and the adoption of IHE profiles are two examples that show how Austria is part of a larger European trend to formalise administrative structures and to adopt international standards. On legal issues, Austria has been a frontrunner, being the first country to have transposed European legislation on digital signatures. 		<p>&amp;ldquo;Evaluation of the Implementation of the Communication on e-Skills for the 21st Century" results available<br /><br />The study &amp;ldquo;Evaluation of the Implementation of the Communication on e-Skills for the 21st Century" provides an overview of national and European policies and initiatives dealing &amp;ldquo;ICT user skills" (digital literacy) and &amp;ldquo;ICT practitioner skills" and "e-business skills".<br />The study has been carried out against the background of a growing shortage of highly qualified ICT practitioners, which is, in turn, acting as a barrier to economic growth.<br /><br />Since e-skills shortages in the European workforce will result in an excess demand for ICT practitioners of 384,000 in 2015 insufficient digital literacy level among citizens will act as a barrier to growth and employment. 198 million European citizens still do not have any ICT user skills and are some distance away from being digitally literate.<br /><br />The Member States had different starting points at the time of the adoption of the Communication. Since then the Commission has launched a series of well targeted actions which are rated very positively by experts throughout Europe. Some Member States had already been active with policies to promote and foster &amp;lsquo;digital literacy&amp;rsquo; but there is a huge variation of activities by national governments and other stakeholders. In some Member States national e-skills strategy and implementation are still in their infancy. Frontrunners are Sweden, Finland and Denmark. <br /><br />Implementation takes time and further efforts are required to translate all Member States commitments into practice. Several national governments still need to reach higher levels of activity and ICT industry should further develop activities started. Expert satisfaction with the status of implementation and the achievements of national activities are lower when comparing these to those of the European Commission. Visibility of results needs to be improved to create a larger-scale impact and activities need to be undertaken at a much larger scale and to be allocated significantly more resources to have a necessary stronger impact. A stronger focus on "e-leadership skills" is needed which can best be defined as "a new 'hybrid' of technology and business skills sets".<br /><br />Widespread mistrust could be identified in the commitment of politicians to foster the longer term e-skills policies needed for the transformation of our workforce and economy. However, a longer-term commitment is needed otherwise no decisive impacts will be achieved.<br /><br />The recommendations given by the study team include the need for a continuous monitoring of progress and better coordination and synchronisation with the activities of the Member States and other stakeholders.<br /><br />The study report can be downloaded at the <a href="http://eskills21.eu/?page_id=17">eSkills website </a><br /><br /></p>

<title>EuroFound publishes Working Paper by WRC and empirica about Reconciliation of Work and Informal Care</title>

		<p>The European Foundation for the Improvement of Living and Working Conditions, Dublin, has published a report authored by WRC and empirica on the basis of a study on &amp;lsquo;Company initiatives for Workers with Care Responsibilities for Disabled Children or Adults&amp;rsquo;. The study, which was completed in autumn 2010, focused on employer activities to support the needs of workers who are engaged in family care, including parents caring for children with disabilities and informal carers of adults who need care because of disability, illness or old age. The report includes an overview of the context and field of practice in this area. It also presents some available evidence about existing company initiatives in the area, and discusses what needs to be done to make more progress in the near future. <br /><br />Already, a sizeable proportion of the workforce (both men and women) must balance their paid employment with caring responsibilities, and vice versa, and this looks set to increase considerably over the coming years for a number of reasons including rising retirement ages, increased rates of female participation in paid work, and reliance of long-term care systems in Europe on the contribution of family carers. A multipronged approach is needed to address the challenges in this area, including: suitably organised community and homecare services to support dependent persons and their working carers; income support and other flexicurity measures; rights and regulations in the employment field; and practical measures that can be implemented by employers.<br /><br />Company-level measures are the main topic of the study and of this report. Initiatives of relevance include both measures that aim to improve work-family balance in general as well as measures which are specifically oriented towards workers with care responsibilities for disabled children or adults. Examples of the former type include identification of carers as being eligible and efforts to encourage carers to avail of what is on offer for work-family needs in general. Examples of carer-specific schemes include: specific tailoring and provision of leave, part-time working, flexitime, teleworking and other family-friendly measures in a manner that addresses the particular needs of working carers (i.e. 'carer-friendly' measures), attention to the health and wellbeing needs of carers in occupational health services and programmes, care-related supports (information, counselling, referral, cost subsidy etc.), raising awareness of managers and co-workers, care audits, and so on.<br /><br />The report is published to complement a series of detailed case studies of company-level initiatives in four countries: Germany, Ireland, the Netherlands and the United Kingdom. <p>Against this background, the SmartPersonalHealth project convenes stakeholders on the afternoon of 18 January for a workshop to discuss challenges and opportunities related to the introduction of personal health systems in routine healthcare, and to review and refine policy recommendations for European, national and regional level policy makers to promote the adoption of interoperable personal health systems.</p>
<p>The discussions will analyse the current state of the PHS market, identify complications and issues from the view of selected professionals, and present recommended actions for regulators, national and regional decision-makers, professional stakeholders, industrial stakeholders, and patients.</p>

The two-day competition took place at the Th&amp;eacute;&amp;acirc;tre du Vaudeville in Brussels from January 19 to 20. Organised by the <a href="http://hitm.eu">European Association of Healthcare IT Managers</a> and the <a href="http://www.eahm.eu.org">European Association of Hospital Managers</a>, this distinguished event recognises innovators in healthcare IT and medical technology from around the world.</p>
<p>This year the trophy and a record &amp;euro; 5,000 cash prize were awarded to <a href="http://worldhealthpartners.org">World Health Partners (WHP)</a> in India. This unique project fought off fierce competition to take home the coveted award. Healthcare for the Rural Poor combines basic eHealth technology with village entrepreneurs acting as facilitators to connect rural communities with formally qualified urban doctors. Using remote medical diagnostics integrated with audio-video conferencing software this project enables patients from villages to access efficient and specialised healthcare in their areas. Its private, sustained business model sets a lighthouse exemplar for the rest of the world&amp;rsquo;s telecare efforts.</p>
<p>The second place was awarded to Clinical Workstation (CWS), the GPS of Every Medical User presented by Rudi Van de Velde of the <a href="http://www.uzbrussel.be">University Hospital Brussels (UZ Brussels)</a>, Belgium.</p>
<p><a href="http://www.promedtheus.de"> From Micro-Towards Macro-Mobility. Building Efficient Clinical Processes by Using a Hospital-Wide, Standardised and Near-Patient Communication Platform</a> presented by Carl Dujat from Germany won third prize. In the first round of competition, 19  nominees &amp;ndash; selected form 78 overall entries -  introduced their projects. On the second day only nine finalists were able to present their healthcare IT and medical technology solutions to the panel of experts and the auditorium.</p>
<p>The IT @ Networking competition is a great learning opportunity. This year&amp;rsquo;s event promoted open discussion between competitors from across Europe and beyond. Presenters shared not only their successes but also the obstacles they encountered along the way.</p>

<p>The <a href="http://www.vph-noe.eu/home">VPH NoE</a> is a network of excellence (NoE) funded by the European Commission&amp;rsquo;s Seventh Framework Programme. The network is designed to foster, harmonise and integrate pan-European research in the field of i) patient-specific computer models for personalised and predictive healthcare and ii) ICT-based tools for modelling and simulation of human physiology and disease-related processes. The VPH NoE contributes to the Virtual Physiological Human initiative &amp;ndash; the methodological and technological framework that, once established, will enable collaborative investigation of the human body as a single complex system.</p>
<p>Coordinated by the University College London and the University of Oxford, the VPH NoE assembles a leading group of universities, institutes and organisations which will, by integrating their experience and ongoing activities in VPH research, promote the creation of an environment that actively supports and nurtures interdisciplinary research, education, training and strategic development.</p>
<p>With a VPH ToolKit &amp;ndash; a shared and mutually accessible source of research equipment, facilities and services &amp;ndash; empirica&amp;rsquo;s ongoing developments of highly innovative socio-economic impact assessment methodologies in the VPH projects <a href="http://www.vphop.eu/">VPHOP</a> and <a href="http://www.nmsphysiome.eu/">NMS Physiome</a> will add new value to the broader research community assembled by the VPH NoE. The improved exploitation and business modeling as well as policy guidance inherent to those developments can decisively contribute to the further promoting of the understanding of human physiology and pathology, to derive predictive hypotheses and simulations, develop and test new therapies, with the eventual outcome of better disease diagnosis, treatment and prevention tools for the European healthcare systems.</p>
<p>The VPH Network of Excellence (VPH NoE) is designed to foster, harmonise and integrate pan-European research in the field of i) patient-specific computer models for personalised and predictive healthcare and ii) ICT-based tools for modelling and simulation of human physiology and disease-related processes.</p>
<p>The main objectives of the VPH Network of Excellence are to support the:</p>

<li>Coordination of research portfolios of VPH NoE partners through initiation of Exemplar integrative research projects that encourage inter-institution and interdisciplinary VPH research;</li>
<li>Integration of research infrastructures of VPH NoE partners through development of the VPH ToolKit: a shared and mutually accessible source of research equipment, managerial and research infrastructures, facilities and services;</li>
<li>Development of a portfolio of interdisciplinary training activities including a formal consultation on, and assessment of, VPH careers;</li>
<li>Establishment of a core set of VPH-related dissemination and networking activities which will engage everyone from partners within the VPH NoE/other VPH projects, to national policy makers, to the public at large;</li>
<li>Creation of Industrial, Clinical and Scientific Advisory Boards that will jointly guide the direction of the VPH NoE and, through consultation, explore the practical and legal options for real and durable integration within the VPH research community;</li>
<li>Implementation of key working groups that will pursue specific issues relating to VPH, notably integrating VPH research worldwide through international physiome initiatives.</li>
</ul>
<p>Finally, by involving clinical and industrial stakeholders, VPH NoE also plans to lay a reliable ground to support sustainable interactions and collaboration between research and healthcare communities.</p>

<title>empirica expert presents on Legal eHealth Challenges in National eHealth Strategies at CPDP 2011</title>

		<p>empirica&amp;rsquo;s<em> </em>Senior Research Associate <a href="/empirica/mitarbeiter/kstroetmann_en.htm" target="_blank">Dr. Karl Stroetmann</a> presented an overview of the status quo and progress made on privacy and data protection issues in national eHealth strategies at this year&amp;rsquo;s <a href="http://www.cpdpconferences.org/" target="_blank">Conference on Computers, Privacy &amp;amp; Data Protection (CPDP)</a> which took place from January 25 to 27 in Brussels, Belgium.</p>
<p>The <a href="http://www.ehealth-strategies.eu/" target="_blank">eHealth Strategies project</a> surveys and analyses national eHealth policies and the progress made in recent years. One of its foci is on eHealth related legal challenges in EU and EEA countries. Apart from outlining objectives and methodology of the overall initiative, Dr. Karl Stroetmann&amp;rsquo;s talk provided an overview of the situation across Europe concerning privacy issues and data protection. He also made recommendations for the improvement of legal frameworks and infrastructure at the international conference.</p>
<p>In many countries the use of eHealth is currently regulated only by the general legal framework, in particular by laws on patient rights and data protection. New legislation is often still in the process of being enacted, but slowed down by the complex legislative process in various countries. Amongst the forerunners in designing a legal framework adapted to the use of eHealth are Denmark, England, Estonia, Finland, France, Norway, Scotland, Slovakia, Sweden. Almost all other countries dispose of some regulation on health data, if only through the transposition of article 8 of the EU Data Protection Directive.</p>
<p>The aim of the CPDP 2011 is to create a bridge between policy makers, academics, practitioners and activists. At the three-day event they can exchange ideas and discuss emerging issues of information technology, privacy, data protection and law. This year&amp;rsquo;s ambitious agenda included twelve panels, a philosophical reading panel and a PhD-evening. In total more than 150 speakers contributed.</p>

<title>eHealth moves ahead in Europe: Reports on eHealth strategies and implementations in 30 countries in Europe available</title>

		<p>Since the publication of the European Commission&amp;rsquo;s (EC) <a href="http://ec.europa.eu/information_society/activities/health/policy/index_en.htm">eHealth Action Plan</a> in 2004, eHealth has gained significant momentum across Europe. "European countries on their journey towards national eHealth infrastructures - evidence of progress and recommendations for cooperative actions" is the title of a just released overview and synthesis report on eHealth in Europe. The EC sponsored <a href="http://www.ehealth-strategies.eu/" target="_blank">eHealth Strategies study</a> has pre-published an <a href="http://www.ehealth-strategies.eu/report/report.html" target="_blank" title="&amp;ldquo;European countries on their journey towards national eHealth infrastructures - evidence on progress and recommendations for cooperative actions&amp;rdquo;">online version of this report</a>, which is available at the study website.</p>
<p>In addition, more than 30 individual reports detailing policy actions and deployment of eHealth applications in Member States and other European countries are available there as well.</p>
<p>The summary report traces European countries&amp;rsquo; progress along the goals set out in the eHealth Action Plan. It focuses on the core applications of EHR-like/patient summary and ePrescription systems. It also analyses governance, structural and legal issues as well as policy lifecycle aspects.</p>
<p>Study results show that in virtually all European countries surveyed, political as well as stakeholder interest in eHealth policies, and the planning and implementation of national or regional infrastructures has gained great momentum. This concerns not so much the number of new priority objectives identified, infrastructure elements tackled or pilots run, but rather the overall level of awareness, activities and concrete undertakings. EC as well as Member State initiated activities and co-operations like <a href="http://www.epsos.eu/" target="_blank">epSOS</a>&amp;nbsp;or the <a href="http://ec.europa.eu/information_society/activities/health/policy/ehealth_governance_initiative/index_en.htm">eHealth Governance Initiative</a>&amp;nbsp;have both significantly contributed to this state of affairs and are witness thereof.</p>
<p>As P&amp;#275;teris Zilgalvis, Head of the <a href="http://ec.europa.eu/information_society/activities/health/index_en.htm">EC&amp;rsquo;s <em>ICT for Health Unit</em></a> commented, "Europe is experiencing a strong political momentum to advance eHealth solutions for the benefit of both its citizens and health systems. The recommendations for further actions submitted in this study are based on a thorough analysis of eHealth strategies and implementation activities in European countries as well as the results of a validation workshop in September 2010 in Brussels. ... Now the challenge is to cooperatively address the issues identified."</p>
<p><a href="/">empirica Communication and Technology Research</a>, with more than 20 years of experience in research on eHealth and telemedicine topics, coordinated the study. The Finnish partner institute <a href="http://www.thl.fi/en_US/web/en/">THL (National Institute for Health and Welfare</a>, legal specialists from the law firm <a href="http://www.timelex.eu/en">Time.lex</a>&amp;nbsp;and Professor <a href="http://hinf.uvic.ca/people/protti.php">Denis Protti</a> (University of Victoria, Canada),&amp;nbsp;contributed domain expertise. The study&amp;rsquo;s communication efforts and final validation workshop were supported by the communication agency <a href="http://emcconsulting.eu/">EMC Consulting Group</a>.</p>
<p>A host of experts as well as reviewers from the <a href="http://ec.europa.eu/information_society/activities/health/policy/i2010subgroup/index_en.htm">i2010 Subgroup on eHealth</a>&amp;nbsp;contributed their intimate knowledge of the eHealth situation in their respective countries and validated the content of the country reports. This comprehensive collection of country information constitutes a unique resource and important database of up to date evidence on eHealth progress across Europe, which updates and complements the results of the earlier <a href="http://www.ehealth-era.org/indexold.htm">eHealth ERA study</a> of 2007.</p>

<title>First technology impact assessment of VPHOP produces promising results</title>

		<p>The central aim of the VPHOP project is to improve the current management of osteoporosis by predicting the risk of bone fracture much more accurately than presently possible. For impacting on the clinical practice, &amp;nbsp;research and development of the predictive technologies alone will not suffice; therefore VPHOP also ensures the provision of empirical evidence about the clinical and socio-economic benefits. &amp;nbsp;Project partner empirica, in collaboration with IOR and the VPHOP consortium, has recently completed the first annual VPHOP technology assessment. The preliminary cost-benefit analysis substantiates that VPHOP technologies, when incorporated in the design of future clinical pathways for osteoporosis, can fulfil the VPH promises of reducing costs and improving the quality of care for European health systems.</p>
<p>By concluding the developments of the VPHOP technology assessment framework, empirica, in collaboration with all clinical and technological partners, delivered the first estimates and results of the impact assessment for the second year of the project. An innovative socio-economic and technology assessment method will continuously and dynamically evaluate the various technologies as they are being developed and refined during the course of the project. The formative layout will help guiding and focussing the research on those options which are most promising. In essence, the technology assessment method has been designed to compare the efficacy and costs of the current standard of care clinical pathway of osteoporosis with the multilayer clinical pathway (diagnosis, prognosis and treatment) developed for VPHOP by the technical partners. This comparison takes into consideration both the improvement of the accuracy in predicting bone fractures and the cost-benefit ratio of the new technology.</p>
<p>In November 2010, the first annual assessment was completed with very encouraging results, indicating that already minor improvements in the technology components and models of the VPHOP pathways will be sufficient to arrive at a positive cost-benefit ratio as compared to the current standard of care. As with most new medical technologies, for VPHOP technologies to benefit osteoporotic patients, extra investments will be necessary. Yet the benefits from the increased predictive accuracy, that is, additional fractures avoided, will exceed the overall costs to clinically employ the VPHOP hypermodel.</p>
<p>While there have been many advances in recent years in prevention, diagnosis, and treatment, osteoporosis continues to be a major health threat for more than 75 million people in Europe, USA and Japan. The biggest concern for individuals with the disease is fractures, and every year osteoporosis causes more than 3,7 million in Europe. Fractures can have a profound impact on quality of life &amp;ndash; often leading to pain, disability, loss of independence, and even death. <p>The theme of this year&amp;rsquo;s WHD is antimicrobial resistance, which is a lead topic of the European Union supported research project <a href="http://www.debugit.eu" target="_blank">DebugIT</a>. The project builds IT tools that can have significant impact on surveillance and control of infectious diseases and antimicrobial resistances in Europe. The leader of the Clinical Advisory Board is Professor Didier Pittet, WHO expert on patient safety. empirica was instrumental in assembling the project consortium and is a key partner with responsibilities for impact assessment, dissemination and exploitation.</p>

It raised quite a lot of interest among the 187 participants attending the workshop on April 5th at the European Space Agency&amp;rsquo;s (ESA) ESTEC facility in Noordwijk, the Netherlands. Several participants even requested the possibility to use the ASSIST tool to perform their own internal evaluation.<br /><br />ASSIST aims to help pilot projects to objectively and rigorously evaluate the impact of their undertaking from an evidence-based multi-stakeholder perspective. 		<p>&amp;ldquo;Reform of Financing Secondary Healthcare in Bosnia and Herzegovina&amp;rdquo; is a project to enhance the efficiency of health care services in Bosnia and Herzegovina by implementing a system of provider payments that would create incentives for cost containment and improve provider performance. It is funded by the European Union, represented by the European Commission, Directorate General EuropeAid Development and Cooperation, and the European Union Delegation to Bosnia and Herzegovina (B&amp;amp;H) on behalf of and for the account of Bosnia and Herzegovina, through the Instrument for Pre-Accession Assistance. Project partners are Karol Consulting, Zagreb, Croatia, and Ericsson Nikola Tesla, Zagreb, Croatia.</p>
<p>The project&amp;rsquo;s aims are to develop an approach towards a Diagnosis Related Groups (DRG) hospital reimbursement system, draft a national DRG pricing and contracting methodology for inpatient care, pilot the data collection process, train staff and finally implement the system in all hospitals. The project will strongly support the long-term reform and sustainability of healthcare services in Bosnia and Herzegovina by facilitating cost containment and, ultimately, contributing towards improved provider performance.</p>
<p>The new reimbursement method, based on outcomes, will provide information on cost-efficiency of the hospital sector. The DRG system will be applied at the level of secondary and tertiary health care and, extended to the entire B&amp;amp;H hospital sector, using existing local resources trained under this project. &amp;ldquo;Introducing the DRG system will strongly support the ongoing reform of health systems in B&amp;amp;H. empirica, together with its partners Karol Consulting and Ericsson Nikola Tesla, is proud to be part of this significant endeavour,&amp;rdquo; noted Dr. Rainer Thiel of empirica. The implementation of the new DRG system and the incentives that come with it are expected to lead to a more effective healthcare system and cost-efficient spending of resources, at the same time achieving better quality of services. The introduction of the DRG system is also considered as a core component of future hospital information systems.</p>

The overall objective was to help increase  the employment levels of people with special needs and disabilities in Qatar by  using new forms of work organization and employment based on ICT such as  teleworking and virtual office environments. This guide will become an integral  part of the overall VOE implementation guide to help Qatari organizations to  implement VOE models for the employment of people with disabilities.</p>
<p>According to the latest available  official data sources, about 3,680 Qatari nationals aged 15 or older are  registered as economically inactive due to disability ("unable to work"), about  one third of which are at working age. The share of disabled Qataris who are  economically active was 7% for women and 13% for men in 2007 (an improvement  against the situation in 1997 when the figures were 3% and 12%, respectively).  As in all other countries in the Arab world and beyond, employment rates for  people with disabilities are substantially lower than the figures for  individuals without disabilities.</p>
<p>It is against this background that  <a href="http://www.ict.gov.qa" target="_blank">ictQATAR - the Supreme Council of Information and Communication Technology</a> and <a href="http://www.mada.org.qa" target="_blank">MADA- Qatar Assistive Technology Center</a> in Qatar had asked empirica to develop and present a  VOE model and blueprint for selected groups of people with disabilities in  Qatar. 		<p>On May 27, 2011, the Greek Ministry of the Interior, Decentralisation and eGovernment organised a national planning workshop on &amp;ldquo;ePrescription: European Best Practices, Lessons Learned and Implementation Plan for Greece.&amp;rdquo; The meeting was attended by two ministers, several secretaries of state, special secretaries, and various high level administration and stakeholder representatives. The opening key note on &amp;ldquo;ePrescription in Europe: Concepts, Experience and Strategic Recommendations&amp;rdquo; was given by Dr. Karl A. Stroetmann, Senior Research Fellow with empirica.</p>
<p>As part of European and global support to stabilise the Greek economy, the so-called Troika of International Monetary Fund (IMF), European Union (EU) and European Central Bank (ECB) has required the Greek Government to advance its national eHealth strategy and develop an implementation plan for ePrescription in the context of a national health information system. It is expected that this will fundamentally contribute to increased efficiency and cost savings by the Greek healthcare system. In four parallel sessions, further details to achieve fast progress on such an extended journey towards a national eHealth infrastructure were discussed. The results of the workshop will form the basis for the next steps to be undertaken.</p>

"Mit gutem Grund", meint Studienautor Stefan Lilischkis von empirica, "weil Untersuchungen die Bedeutung junger Unternehmen mit hohem Wachstumspotenzial f&amp;uuml;r die Schaffung neuer Arbeitspl&amp;auml;tze eindeutig belegen." Das Briefing empfiehlt der Politik, sich darauf zu konzentrieren, optimale Rahmenbedingungen zu schaffen, in denen KMU ihr Wachstumspotenzial entfalten k&amp;ouml;nnen (zum Beispiel durch die eingangs erw&amp;auml;hnten Ma&amp;szlig;nahmen); von der gezielten Unterst&amp;uuml;tzung einzelner Unternehmen ("picking winners") wird eher abgeraten. 		<p>ASSIST, a study funded by the European Space Agency, has made  substantial progress during the last twelve months: The knowledge gained  from an in-depth review of 16 assessment frameworks from the areas of  telemedicine, eHealth, general public sector investments and others has  been consolidated in the ASSIST telemedicine assessment methodology.  This assessment methodology is the founding stone of a self-assessment  tool-kit that guides users through the assessment process and models  their telemedicine application's impact. Decision makers will be enabled  to make evidenced based decisions for their future business.  The  ASSIST tool is currently being applied to four different types of  telemedicine projects to prove it fits its purpose. Based on the results  of this validation the ASSIST consortium plans to fine tune the ASSIST  tool before it is finally released.</p>

<title>&amp;quot;I am more involved in taking care of my health now&amp;quot; - Better care for chronic heart failure patients in the Netherlands</title>

		<p>Since January 2011, a pilot of ICT-supported, integrated social and health care services in running in Veldhoven in the Netherlands. Patients with Chronic Heart Failure enrolled in the service and involved family members are giving a positive first feedback. They feel both safer and more secure thanks to continuous telemonitoring and low-threshold contact with specialised health professionals, the case managers.</p>
<p>The pilot is part of empirica-led project CommonWell and operated by project partners PoZoB and SHOKO in close cooperation with GP's from the region South-East Brabant. Patients in this pilot are equipped with telemonitoring devices to follow-up their health status, and to detect exacerbations at an early stage. The data from blood pressure meters and weight scales are sent to case managers in a call centre by using a wireless communication device. This small computer poses some more general questions to the patient as well, to evaluate how the patient feels on a more subjective level. This information is also transferred to the case managers. The combination of both objective measurements and more subjective evaluation, results in a quite complete picture of the health condition of the patient. In addition, the patients receive a social alarm, to call for help immediately and at all times. In this way the patients and their relatives have one central access point for urgent as well as non urgent social and medical care.</p>
<p>Patients and their social network react positively on the CommonWell service. They feel safer and more secure, because of the daily monitoring and low-threshold contact with the case managers. Quotes from patients show that they perceive the CommonWell service as a useful support to their own efforts of managing their condition and social care needs:</p>

<li>"I am more involved in taking care of my health."</li>
<li>"We are glad that our father is being looked after carefully. It makes us worry less and sleep better!"</li>
<li>"Now I know where to go to with a social question."</li>
</ul>
<p>In several cases, exacerbations could be detected at an early stage and countered, so that a visit to the hospital was not necessary.</p>
<p>In May 2011, focus group interviews with case managers took place to gather deeper insight into this new role and experience with the integration of medical and social care. The case managers were positive about the project as well. They had the feeling that this project could really detect health problems earlier due to the telemonitoring, and enhance the quality of life and care. In October 2011 GPs and other key informants will be interviewed about their experience with CommonWell. The pilot is scheduled to end in January 2012.</p>

The pilots are the culmination of two years of development and implementation work carried out by the project consortium and expectations are high. <a href="http://commonwell.eu/index.php?id=15" target="_blank">Information and Communication Technologies</a> play a key role in each pilot and are used in different ways to support the provision of integrated services.</p>
<p>The <a href="http://commonwell.eu/index.php?id=14" target="_blank">use cases</a> that have been implemented cover a wide range of service scenarios:</p>

<li>co-operation between different social care and healthcare providers to improve hospital admission and discharge of older patients in Bielefeld, Germany,</li>
<li>improved communication between the social alarms call centre and the ambulance service to increase the effectiveness of emergency response in Andaluc&amp;iacute;a in Spain,</li>
<li>integrate social and healthcare services in Veldhoven in the Netherlands, focusing on patients with chronic heart failure, and</li>
<li>early supported discharge of COPD patients in Milton Keynes in the UK.</li>

<p>Dr. Stroetmann described how it is not innovations such as the first appearance of a new product or service in the market, but rather that it is scaling up, as in diffusion across various markets, which is the decisive factor in assuring the competitiveness of our economies.&amp;nbsp; He emphasised that such considerations need to be employed for innovation and diffusion in health systems and services as well, where new evaluation and assessment methods are desperately required.&amp;nbsp; The focus needs to shift towards the information needs of various stakeholders and the benefits and costs involved for decision makers when introducing new, complex health services facilitated by advanced ICT systems.&amp;nbsp; Dr Stroetmann believes that Health Technology Assessment (HTA) methods have so far fallen short of meeting these complex needs. He argued that, unless the requirement for more integrated healthcare service processes is better understood and new HTA methods provide the information needed by the decision makers to prove their eHealth business models, attempts to advance innovations will fail to provide the urgently needed benefits for our health systems.</p>
<p>&amp;nbsp;</p>
<p>Innovation, and diffusion in particular, are also key matters for the attention of the EU-supported Thematic Network <strong><em>eHealth Innovation - Scaling up eHealth facilitated personalised health services.</em></strong> This network, of which empirica is a key partner, develops ideas for and supports the <em>European Innovation Partnership on Active and Healthy Ageing (<a href="http://ec.europa.eu/information_society/activities/einclusion/deployment/ahaip/consultation/index_en.htm">http://ec.europa.eu/information_society/activities/einclusion/deployment/ahaip/consultation/index_en.htm</a>)</em>. <p>Der Dienstleistungssektor spielt eine wichtige Rolle in Europa. In den meisten L&amp;auml;ndern tragen Dienstleistungen etwa 70-80% zum BIP bei und waren ein wichtiger Wachstumstreiber in den vergangenen Jahrzehnten. Ein INNO-Grips Briefing untersuchte, ob und in welcher Weise Innovationspolitik beitragen kann, dass der Dienstleistungssektor in Europa auch weiterhin w&amp;auml;chst und zur Wohlstandssicherung beitr&amp;auml;gt.</p>
<p>In der traditionellen Innovationspolitik ist die Bedeutung von innovativen Dienstleistungen nicht stark verankert; der Schwerpunkt der F&amp;ouml;rderungen ist deutlich technologielastig. Das INNO-Grips Briefing geht jedoch davon aus, dass weitere Innovationen im Dienstleistungsbereich wichtig sein werden, um das Ziel der &amp;bdquo;Europa 2020&amp;ldquo; Strategie zu erreichen: &amp;bdquo;intelligentes, nachhaltiges und integratives Wachstum&amp;ldquo;, d.h. wirtschaftliches Wachstum unter Beachtung von &amp;ouml;kologischen und sozialen Zielen.</p>
<p>Da bislang kaum Innovationspolitik speziell f&amp;uuml;r den Dienstleistungsbereich gemacht wurde, gibt es auch noch so gut wie keine empirischen Befunde &amp;uuml;ber die Wirksamkeit verschiedener Instrumente, etwa durch die Evaluation von F&amp;ouml;rderprogrammen. Studienautor Oliver Kov&amp;aacute;cs vom ICEG European Center empfiehlt daher, dass die Europ&amp;auml;ische Kommission und die Mitgliedsstaaten ihr Augenmerk auf die Evaluation von laufenden Ma&amp;szlig;nahmen richten sollten. Diese Ergebnisse werden gebraucht um die zuk&amp;uuml;nftige Politikgestaltung zu erleichtern, etwa Entscheidungen f&amp;uuml;r oder gegen bestimmte F&amp;ouml;rderma&amp;szlig;nahmen.</p>
<p>Trotz der fehlenden Evaluationsergebnisse gibt die Studie eine allgemeine Empfehlung f&amp;uuml;r die Ausrichtung der Politik ab. Der beste Weg, Innovation im Dienstleistungsbereich zu f&amp;ouml;rdern, bestehe in der Optimierung der Rahmenbedingungen, vor allem der Beseitigung (oder zumindest Reduzierung) von Hindernissen &amp;ndash; dies sei wesentlich wichtiger als die direkte F&amp;ouml;rderung von Innovationsaktivit&amp;auml;ten einzelner Akteure (etwa durch Projektf&amp;ouml;rderung im Rahmen von speziellen Programmen). Auch auf europ&amp;auml;ischer Ebene sollte sich die Politik vor allem auf die Optimierung der Rahmenbedingungen konzentrieren. Das gelinge allerdings nicht allein durch Innovationspolitik (im engeren Sinn), sondern erfordere die koordinierte Anstrengung verschiedener Politikbereiche, insbesondere von Wirtschafts-, Wettbewerbs-, Bildungs-, Arbeitsmarkt- und Sozialpolitik.</p>

<title>Europe prepares more effective single market for prescription drugs- empirica begins study on guidelines for cross-border ePrescription services</title>

		<p>The recent European Union "<a href="http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2011:088:0045:0065:EN:PDF" target="_blank">Directive on the application of patients' rights in cross-border healthcare</a>" stipulates in Article 11 the "Recognition of prescriptions issued in another Member State" for dispensation in any other Member State. It mandates the adoption of guidelines supporting Member States in developing the interoperability of ePrescriptions without prejudice to national rules.<br />In order to prepare for this, the Directorate General for Health and Consumers' Executive Agency for Health and Consumers (<a href="http://ec.europa.eu/eahc/" target="_blank">EAHC</a>)&amp;nbsp; has awarded a contract to empirica to produce guidelines on interoperable ePrescriptions. In a first phase of the study, empirica and its partners will analyse the present status of ePrescription in Member States of the European Union (on ePrescription, see also earlier empirica studies <a href="http://www.ehr-impact.eu/downloads/documents/ehr_impact_study_final.pdf" target="_blank">http://www.ehr-impact.eu/downloads/documents/ehr_impact_study_final.pdf</a> and <a href="http://www.ehealth-strategies.eu/" target="_blank">http://www.ehealth-strategies.eu/</a>), identify good practice, and explore the feasibility of such guidelines as well as the level of detail which may be appropriate to achieve the objectives of the single market. Close cooperation with related initiatives will be sought. These include "<a href="http://www.eosos.eu/" target="_blank">epSOS Smart Open Services for European Patients</a>" - a 23 country project which designs and builds a service infrastructure that demonstrates cross-border interoperability between electronic health record systems, focusing on patient summaries and prescriptions, the eHealth Governance Initiative (<a href="http://ec.europa.eu/information_society/activities/health/policy/ehealth_governance_initiative/index_en.htm" target="_blank">eHGI</a>) of Member States "shaping the eHealth political agenda at EU level, with a specific focus on interoperability" and <a href="http://www.bmg.gv.at/home/Schwerpunkte/E_Health/Internationale_Zusammenarbeit/eHealth_Governance_Initiative_eHGI_GIBT" target="_blank">others</a>.</p>
<p>Based on this analysis, and with input from European experts on ePrescription legal, technical and semantic challenges, guidelines will be drafted, validated, refined and delivered to the European Commission. Initial results are expected in the second half of 2012. Final results will be presented in the fall of 2013.</p>

<p>Annually, this high level symposium assembles actors from medicine, the sciences, engineering, social sciences and politics to discuss latest developments in high tech medicine in the congenial ambience of a small baroque palace.</p>
<p>Dr. Karl Stroetmann of empirica in Bonn, Germany, presented global developments, ranging from the &amp;nbsp;beginnings of integrative systems biology and first simulation models 50 years ago to the global Physiome project and the European "Virtual Physiological Human" Initiative. 		<p>With the endorsement of the ICT for Health Unit at the European Commission, TICBioMed has organised a competition for rewarding the best eHealth solution of 2012 produced by an European SME.&amp;nbsp; The objective of the competition is to support business success of Small and Medium Enterprises (SMEs) by giving them visibility together with marketing opportunities to attract customers, partners and external capital.&amp;nbsp;</p>
<p>SMEs will compete first at national level. The champion of each country will then enter into the European Final, to be celebrated during eHealth Week 2012 in Copenhagen (Denmark) on the 7th May 2012. The organiser is looking for country coordinators to support competition management. Eligible coordinators must be <span style="text-decoration: underline;">business associations</span> (clusters, national platforms, technological centers, business centers, etc) with a proven interest in eHealth. They will receive a number of benefits from their involvement.</p>

<title>Ten knowledge transfer workshops conducted in 2011 - capacity and skills were key issues</title>

		<p>In the framework of the Knowledge Transfer Study 2010-2012 (<a href="http://www.knowledge-transfer-study.eu/">http://www.knowledge-transfer-study.eu</a>), empirica successfully conducted ten workshops covering 23 countries in 2011. "Knowledge transfer capacity and skills development were identified as a bottleneck in many of the workshops", says study manager Stefan Lilischkis from empirica. "Professionalisation of knowledge transfer services will be a key issue in Europe in the years to come."</p>
<p>empirica co-ordinates the Knowledge Transfer Study on behalf of the European Commission's Directorate General Research and Innovation. The purpose of the workshops is monitoring the implementation of the European Commission's Recommendation on intellectual property management in knowledge transfer from 2008 and to discuss related issues. The workshops offered lively forums for discussing country-specific barriers to knowledge transfer, governmental policies and examples of good practice. They revealed the increasing importance of knowledge transfer and intellectual management in Europe at both political level and the level of universities and public research institutes. On average, more than 50 knowledge transfer experts from universities, public research institutes, governmental organisations and business took part in the workshops. <title>Better and more efficient care through ICT-enabled integration - European conference Beyond Silos a big success</title>

		<p>Integrated care for older people spanning across the silos that  separate social and health care in many countries can be both more  effective and more efficient than disjointed forms of support. This  particularly where integrated care processes are supported through ICT  in a meaningful way. This was the common view voiced by all participants  in the recent conference &amp;ldquo;Beyond Silos - The Why and How of ICT in  Integrated Care Service Provision&amp;rdquo;. About 60 representatives of  research, policy and practice&amp;nbsp; from all over Europe found their way to  the Evoluon conference centre in the Dutch city of Eindhoven on the 23rd  of November to meet, share and learn.</p>
<p>The conference was opened by Mary-Ann  Schreurs, vice-mayor of the city of Eindhoven who reminded people not  only that the things they are doing have to be seen in the wider context  of the societal changes of our time. She also emphasised that real  action, &amp;ldquo;real-life service implementation&amp;rdquo; in the words of some of the  conference attendees, is now required because pilot projects are only  the first step and &amp;ldquo;the easy part&amp;rdquo; on the way to making integrated care a  reality for all Europeans. Peter Wintlev-Jensen of the European  Commission&amp;rsquo;s Directorate General Information Society and second opening  speaker said that the issue of integrated care, and the role technology  can play, is integral part of political and funding activities at the  European level already today and considered to become ever more  important in the future.</p>
<p>Through a series of excellent key notes and  project presentations, conference attendees got a good impression of  what is going on in the field of integrated eCare and not least how many  different types of activities can be subsumed under this one heading:  ranging from integration within the boundaries of health care to  integration across various fields of social and health care. &amp;ldquo;Silos  within silos&amp;rdquo;, as Michael Rigby, Professor emeritus of Keele University  named the challenge in his visionary and inspiring keynote. Through a  series of three break-out sessions the conference participants could not  only listen to what others are doing but contribute their own  experiences and views as well. In engaging and far-ranging discussions  issues such as service requirements, governance and financing models and  impact assessment were further developed, allowing people to position  themselves in relation to activities going on all over Europe. A panel  discussion in the end not only brought together key stakeholders active  in the domain &amp;ndash; from IT industry to policy makers and service providers &amp;ndash;  but also allowed the conference attendees to collect the various  strands of discussion and to depart with a good understanding of what is  going on today and with an idea of what the future might bring.</p>
<p>The conference was organized jointly by two  projects that are currently piloting services for integrated eCare at  ten sites all over Europe: CommonWell and INDEPENDENT. Both projects  (co-funded under the European Commission&amp;rsquo;s CIP programme and coordinated  by empirica) hoped in that way not only to share some of their  experiences but also to create a focal point to bring together those  stakeholders that are active in this fledgling field.</p>

		<p>The SMARTSPACES project has been awarded by the European Commission as part of the CIP ICT Policy Support Programme to a large consortium of 26 partners from all over Europe led by empirica to develop and implement ICT-based energy saving services which will enable public authorities in Europe to significantly improve their management of energy in the buildings they occupy. The project will run for three years from 2012 to 2014. The implementation of operational services includes 11 pilot sites with more than 550 buildings in 8 countries (UK, FR, DE, IT, ES, NL, TR, RS) with almost 20,000 professionals and staff users and reaching an estimated more than 6,000,000 visitors annually.<br /><br />The SMARTSPACES consortium, led by public authorities includes global ICT and service providers and distribution network operators working with local consultants and specialist advisors to carry out all steps in the project service implementation process. empirica is responsible for the project coordination and management, requirements analysis and specification, use case and service process model development, service viability assessment and business model and business plan development and several dissemination activities. SMARTSPACES is a further European project of empirica in the'energy and environment' area. <br />empirica is active in this area for several years and is advising and consulting different customers throughout Europe on the development and use of ICT-based services for energy saving and efficiency addressed to public authorities and housing companies. We support almost 20 social housing organizations and more than 10 public authorities throughout Europe in the development of highly useable and efficient ICT-based energy management and energy awareness services. The empirica expert advice provides a sound basis for developing viable local public policies and those of housing providers concerning the future supply and use of energy. Pilot sites where these energy saving services are implemented and operate are located in large European cities like Milan, Birmingham, Bristol, Istanbul, Belgrade but also mid-size cities like Leicester, Hagen, Lleida, Murcia, Venlo and Moulins. We are partnering with a wide range of social housing companies who own between 5,000 and almost 70,000 dwellings each.</p>

Die vier klinischen Partner des Konsortiums, die Universit&amp;auml;t Genf, das <a href="http://www.ior.it/">Istituto Ortopedico Rizzoli</a>, die <a href="http://www.charite.de/">Charit&amp;egrave; - Universit&amp;auml;tsmedizin Berlin</a> und das <a href="http://www.inserm.fr/">Institut National de la Sant&amp;eacute; et de la Recherche M&amp;eacute;dicale</a>, hatten die Patienten angeworben unter der professionellen Aufsicht des klinischen Leiters, Prof. Ren&amp;eacute; Rizzoli. Er ist Leiter des Service f&amp;uuml;r Knochenkrankheiten an der Abteilung f&amp;uuml;r Rehabilitation und Geriatrie an der Universit&amp;auml;t Genf, und war mehr als 8 Jahre lang &amp;nbsp;Vorsitzender des IOF Committee of Scientific Advisors.</p>
<p>"Die fr&amp;uuml;he Einbeziehung echter Patienten in den Technologie-Entwicklungsprozess ist ausgesprochen wichtig, nicht nur um wissenschaftlichen Mehrwert zu erzielen, sondern auch damit die Forschungsergebnisse in die tats&amp;auml;chliche klinische Praxis sowie in nachhaltig funktionierende klinische Arbeitsabl&amp;auml;ufe &amp;uuml;bertragen werden k&amp;ouml;nnen. Als Leiter des klinischen Teils des Projektarbeitsplans bin ich stolz, den Abschluss der klinischen Studie bekanntgeben zu k&amp;ouml;nnen: dies bedeutet einen gro&amp;szlig;en Fortschritt f&amp;uuml;r das Projekt", teilt Ren&amp;eacute; Rizzoli mit.&amp;nbsp; "Die individualisierte VPHOP-Modellierungstechnologie ist dabei, eine wahrhaft auf den Patienten zugeschnittene, Vorhersagen erlaubende Vorgehensweise gegen die Krankheit zu entwickeln", f&amp;uuml;hrt Professor Rizzoli weiterhin aus,&amp;nbsp; "Damit sollte sich die Genauigkeit der Einsch&amp;auml;tzung des Risikos f&amp;uuml;r Osteoporose-bedingte Knochenbr&amp;uuml;che erheblich steigern lassen, da die verschiedenen metabolischen, anatomischen, biomechanischen und neuromotorischen Einflu&amp;szlig;faktoren des Patienten auf integrierte Weise ber&amp;uuml;cksichtigt werden".</p>

<p>Zus&amp;auml;tzlich zur Erhebung der klinischen Grunddaten f&amp;uuml;r die Technologiebewertung hat jedes der klinischen Zentren innovative Verfahren eingef&amp;uuml;hrt, mit denen auch die speziellen Aspekte der diversen VPHOP Modellierungstechnologien untersucht werden. In diesen Verfahren spielen speziell von den VPHOP Industriepartnern entwickelte Produkte eine Rolle, wie z.B. Actibelt, ein "intelligenter" G&amp;uuml;rtel, oder das EOS QT Abbildungssystem, das als Forschungsprototyp von EOS Imaging (tm) angefertigt wurde. EOS Imaging wurde vom Physik-Nobelpreistr&amp;auml;ger G. Charpak gegr&amp;uuml;ndet, und hat ein umfassendes orthop&amp;auml;disches Abbildungssystem entwickelt, das die simultane Erstellung zweier Ganzk&amp;ouml;rper-R&amp;ouml;ntgenbilder bei sehr geringer Strahlungsdosis erm&amp;ouml;glicht und dadurch eine dreidimensionale Abbildung der Knochen-Ummantelung des Skeletts in K&amp;ouml;rpergewichts- tragender Position erstellt. Das Verfahren stellt automatisch &amp;uuml;ber hundert klinische Parameter f&amp;uuml;r die Planung sowohl vor als auch nach einer Operation zur Verf&amp;uuml;gung. Auf diesem bereits verf&amp;uuml;gbaren Produkt basierend wurde im Rahmen des VPHOP Projekts ein Forschungsprototyp entwickelt, der auch die Knochen-Mineralien-Dichte erfasst. In Kombination mit den Daten aus dem individuellen 3D Skelett-Mantel-Bild wird der EOS-QT Prototyp letztlich die Einbindung der 3D Dichtemessung in das VPHOP Hypermodell erm&amp;ouml;glichen.</p>
<p>Dieses ganze Arsenal an Mess- und Bildgebungsverfahren, das unter anderem auch eine hochaufl&amp;ouml;sende Abbildungstechnik f&amp;uuml;r das Knochengewebe des Achsenskeletts (entwickelt von Industriepartner Philips Medical Systems) und eine fortschrittliche Model-Morphing-Technologie von Industriepartner Ansys einschlie&amp;szlig;t, ist von wesentlicher Bedeutung f&amp;uuml;r eine nachhaltige, individualisierte Informationsverwaltung im klinischen Alltag. Im Zentrum des Projekts stehen allerdings die Hypermodellierungs-Technologie des Partners SCS und die weltweit beispielslosen, von den akademischen Projektpartnern entwickelten Vorhersage-Modelle auf K&amp;ouml;rper-, Organ-, Gewebe- und K&amp;ouml;rperzellen-Ebene.</p>
<p>Im Moment ist das Konsortium dabei, die verschiedenen Modellierungstechnologien in das &amp;uuml;bergreifende Hypermodell-Konzept zu integrieren. Dieser Prozess soll bis April 2012 abgeschlossen werden.</p>
<p>In den darauffolgenden letzten sechs Monaten des VPHOP Projekts sollen dann die Daten der obengenannten 200 Patienten so wie auch diejenigen vieler weiterer Patienten im Rahmen der projektzugeh&amp;ouml;rigen retrospektiven Studien mithilfe der VPHOP Hypermodellierungs-Technologie analysiert werden.</p>
<p>"Wir sind &amp;uuml;berzeugt, dass das VPHOP Projekt mit seinem wahrscheinlichkeitsbasierten, personalisierten Multiscale-Modelling-Framework sowohl in der Erforschung des Neuro-Muskel-Skelett-Apparats als auch in der computerbasierten&amp;nbsp; Pathophysiologie weltweite Ma&amp;szlig;st&amp;auml;be setzt", so Marco Viceconti, der Koordinator des VPHOP Projekts.</p>

<p>VPHOP oder Osteoporotic Virtual Physiological Human ist ein Europa-weites Osteoporose-Forschungsprojekt und Teil der Virtual Physiological Human Initiative. Das Projekt wird von der Europ&amp;auml;ischen Union bezuschusst durch das 7th Framework Programme der Generaldirektion Forschung. Bis August 2012 entwickelt, validiert und implementiert das VPHOP Projekt&amp;nbsp; eine neue Generation von Technologien zur Vorhersage des absoluten Risikos f&amp;uuml;r Knochenbr&amp;uuml;che bei Patienten mit niedriger Dichte der Knochenmasse. Dadurch sollen den &amp;Auml;rzten bessere Prognose-M&amp;ouml;glichkeiten sowie bessere Behandlungsstrategien (auf pharmakologischer wie behandlungstechnischer Seite) erm&amp;ouml;glicht werden.</p>
<p>Das Ziel des VPHOP Projekts ist es, eine auf konventionellen diagnostischen Abbildungsverfahren basierende Multiscale-Modellierungs-Technologie zu entwickeln, die es in einem klinischen Umfeld erm&amp;ouml;glicht, f&amp;uuml;r alle Patienten die individuelle Festigkeit ihrer Knochen zu berechnen, zudem die Art und Weise, wie sich dieser Wert wahrscheinlich in Zukunft entwickeln wird, sowie die Wahrscheinlichkeit, mit der die Patienten ihre Knochen im t&amp;auml;glichen Leben &amp;uuml;berbeanspruchen werden. Mithilfe dieser drei Vorhersagewerte kann auch das absolute Risiko eines Knochenbruchs wesentlich genauer vorhergesagt werden als durch die &amp;auml;u&amp;szlig;erlichen und indirekten Bestimmungsgr&amp;ouml;&amp;szlig;en, die in der herk&amp;ouml;mmlichen klinischen Praxis verwendet werden.</p>

On November 18, 2011, a special session of the <a href="http://www.medicamedia.de/">MEDICA Media Scientific Forum</a> was devoted to continue the American&amp;ndash;German Dialogue on &amp;ldquo;Globalisation in (e)Health&amp;rdquo;. Moderated by the USA commercial consul <a href="http://export.gov/germany/Contact/Dusseldorf/index.asp">Ms. Lora Baker</a>, five representatives of global industrial health ICT players, the representative of a consortium of USA academic hospitals, and empirica senior research fellow <a href="/empirica/mitarbeiter/kstroetmann_en.htm">Dr. Karl Stroetmann</a> discussed opportunities for and challenges of transatlantic cooperation in developing eHealth markets. <title>Successful Telework Implementation and Evaluation at Frankfurt Sparkasse - results from an evaluation by empirica</title>

		<p>An independent evaluation of the implementation and operation of the telework pilot project at Frankfurter Sparkasse which was carried out by empirica revealed a huge success. This was confirmed by both, teleworkers and employees as well as their superiors and managers.<br /><br />The evaluation was based on different surveys and interviews with the teleworkers themselves and their superiors at three different stages: 1) prior to project start (zero measurement in early 2011), 2) after six months (early evaluation in early summer 2011) and 3) after twelve months (late evaluation in December 2011).<br /><br />The project was part of a larger initiative entitled 'beruf und familie' (job and family). The Frankfurter Sparkasse is now preparing for a further and more widespread roll-out of telework as an innovative form of work organisation next to the already existing wide range of work flexibilisation offers supporting the employees in better balancing work-life issues.</p>
